Fiji REDD+ Governance Structure

FIJI REDD+ GOVERNANCE STRUCTURE

REDD+ in Fiji was introduced in 2009. The lead implementation agency is the Ministry of Forestry while the lead financial agency is the Ministry of Economy. The Fiji REDD+ Program received funding from the World Bank’s Forest Carbon Partnership Facility (FCPF) to a total of US$5.8million to assist with the readiness activities that will eventually lead Fiji to implementing its Emission Reduction (ER) Program.

Fiji recognized the importance of setting up a transparent and multi-stakeholder governance structure for REDD+ at the national level early on in the REDD+ process. In September 2009, more than forty stakeholders from different sectors and agencies participated in a national REDD+ scoping consultation workshop. The workshop served to inform participants of REDD+ and allow participants to provide feedback and comments on REDD+ policy issues for Fiji, The workshop included a stakeholder analysis where members for a national REDD+ Steering Committee (SC) were identified. After a series of stakeholder meetings, the national REDD+ steering committee was formally established in May 2011.

The Deputy Conservator of Forests also known as the National REDD+ focal point serves as Chairperson. The Secretariat is the Fiji REDD+ Unit which was formed in 2010.

There are currently 19 member agencies from Government, Civil Society Organisations (CSOs), Academia and Statutory Bodies that are each responsible for incorporating REDD+ activities into their organizational planning and budget, thus ensuring REDD+ activities are supported through the different sectoral agencies.

The overarching function of the Fiji National REDD+ Steering Committee is to coordinate and facilitate the implementation of the Fiji National REDD+ programme. The Steering Committee has both governing and advisory functions. Please refer to Figure 1 for the organisational structure of the National REDD+ Steering Committee.

The National REDD+ Steering Committee was formally established in May 2011 after a series of consultations and stakeholder meetings. The REDD+ Unit wishes to acknowledge the support provided by GIZ over the years in particular in providing support to the Secretariat.
